Case VAC brakes

Contrary to the owner"s manual my VAC has disc brakes. They are in need of replacement, however I am finding only discs and rivets. Has anyone had any experience in properly setting the rivets without a rivet setting machine? I"d guess second best would be an arbor press, but I lack that tool. Any help is greatly appreciated.
 
A flat faced punch in a vice and a center punch used to expand the hollow part of the rivet works..
 
In my experience, those brakes are only SLIGHTLY better than the "Fred Flintstone method", even when repaired to "as new"!
 
I use a flat punch on the bottom and a Roll pin punch on the top. A true roll pin punch has a dimple in the middle to center the punch in the roll pin. That dimple works great to spread rivets.

Might just ask around some local garages for someone who has a brake riveter. I've had them done and never paid more than $15-20.00, it well worth it considering the time and headaches.

I have 3 VACs. Even with a fresh brake job the brakes are more of a suggestion than a fact!

You got that right - the later brakes with shoes work like they should 8)
 
Thanks, my dad had a rivet setter many years ago, don't know what happened to it. I did a good cleaning, lube of the right side actuator mechanism (left looked OK, will re-visit) and re-adjusted both sides. I now have the "suggestion", which is far better than when I started.
