oil is running out of a small hole in the center of the governor housing about the size of a dime my service and repair manual does not show this part thanks steve

Front and center of the housing? The forward end of the governor shaft rides in a bushing there. Somehow it has popped that little piece of the soft metal cover casting out.
I have repaired one like that with a concave expansion plug.
