Full size spare question

Pulled out the donut on the wifes olds 2001 minivan and put a full size spare in its place, seems to have enough clearance and is not much heavier than the donut tire. Pulled down hard on it and it seems to stay, what the heck holds it up in place and keep it from unwinding? There doesn't seem to be a ratchet on the cable and rotator? Thanks for any information.
 
Up north here there was a safety added at some point after some tire were let down in traffic unintentionally. Now the safety catch rusts and it is virtually impossible to get the spare out roadside after year 2 or 3 of the vans life. Have to torch it out.
 
Thats what i am worried about it letting down when she is driving. I guess the donut has been up there since it was new and never came down, but the crank just doesnt have much resistance and I don't see a catch of any kind on it. Guess i will have to look it over a little closer and maybe put a small piece of chain and hook so it can't accidently drop down.
