Cat D7 G dozer

We bought a D7G dozer last summer. We started having some problems with the right side hand steering/brake lever. It releases the clutch but it got to where the brake was not really working. Now it has gotten to where the lever releases the clutch but acts like it hits a stop and wont come back any further. The foot brake works just fine to make it turn though. We have had no problems with the left side. Any ideas as to what is wrong.

Just went and looked at the dozer. There looks to be a valve body on top of the rear-end that one of the spools is not moving all the way. So, do I just take out the five bolts that appear to hold it to the rear-end and two pins that attach the hand levers to the valve body and just lift the valve body off?

Been 20 + years since I was on a 7 but I was thinking you just made the rod shorter to pull the valve farther.
Go down to the crawler tractor section and post it and you will get an answer quick.
