Briggs engine on Toro Z turn

16 hp one cyl. vertical shaft: Has slow gov.action. Starts and runs good. Linkage is working,flywhl key is in place,new spark plug,air filter is clean,choke butterfly is working properly. I am at a loss. Any suggestions. Have this posted on Garden Tractor site also,but no response. Thanks
 
Governors always pull against spring tension.

So it sounds like the governor spring is stretched, broken or even missing.

The spring is between the throttle cable and the governor lever.

Your throttle cable connects to a lever then the spring connects to that lever and pulls on the governor lever when you move the throttle lever cable. As the engine speeds up the governor lever will move the throttle in the carburetor. If this spring is missing there is no connection between your throttle cable and the governor.

One other thing you may want to look at is the clamp that holds the throttle cable tight down on the engine. If this is loose it can cause this problem you speak of. But I would lean toward the spring myself.
 
I would bet that you need to adjust the governor linkage to the carb. They get out of adjustment with carbs being removed. Then they have too big of a dead pan to work correctly.

Without seeing yours I can't tell you how to adjust it. Briggs uses several different styles of governor setups. Basically you are just removing the slop in the linkage. That way the governor reacts when it should not just taking the slack up.
 
Crank it and get it running at idle. Using your finger advance the carb butterfly lever....where the gov. wire attaches thus opening the venturi. How does the engine respond?

Timing is very important in these engines and a displaced woodruff on the crank/flywheel interface can be a problem as can a bad fitting flywheel. Otherwise the spacing of the mag to the flywheel. We usually used a brown grocery bag as the feeler gage, not the heavy duty like in a big box store, but the one in grocery stores. Loosen the screws with the magnet right on the mag and let it suck up the mag. Lock her down and remove the paper.

check that the govenor is set, it may have rotated off of its position on the shaft that comes out of the engine. Loosen the nut that holds the govenor lever on the shaft, put a nut driver on the end of the shaft and turn the shaft to the right while holding the govenor lever down, then tighten the holddown nut and the govenor is set. On mine it tended to go the other way and overspeed. may not work but worth a try.
