tractor will not start

I have ih444 quit running and not be able to get running again, could it be electrical, I've tried new carburator.

not enough info.

I usually try a quick spray of carb cleaner in the carb - if it runs for a few seconds, you know you're getting spark.

If unsure, I use a spare spark plug - pull one plug wire at a time, put the spare plug in it - hold it against ground - have somebody crank the engine and watch for spark. Do to each plug wire.

If you're sparking on all cylinders, it's reasonable to assume your fine electrically speaking.

You can then focus on the carb.
 
An engine needs "4" things in order for it to run.

1. Fuel - in the cylinder
2. Air - in the cylinder
3. Combustion
4. Ignition - at the right time

Without any of these 4 things your engine will not run.

Wouldn't that be "3" things to achieve #3?
 
As with any gas engine you trouble shoot then parts.
#1 you need a good blue white spark that will jump a 1/4 inch gap and that is the most common thing that will cause an engine to not run. Check the spark and if you do not have it try a hot wire from the battery ignition side to the coil ignition side. If you have spark then you have a bad switch or wire. If still not spark likely to be bad points or condenser or even a bad rotor
