Farm Vehicle Exemptions [Map21] Clarification

Reprinted from Farm Bureau Spokesman might help clarify a popular question that seems to get different responses quite often.This past summer Congress approved MAP21 which states farmers or farmhands crossing state lines do not need a CDL,med card,log books or inspection stickers.Trucks under 26,000 GVWR are exempt and over 26,000 have to be within 150miles of home.They have a special plate for semis but not sure how pickups are identified [court house doesnt know either.}I like the freedom but unsafe equiptment with inexperienced drivers with questionable medical history can be a bit scary to me.I haul for myself and get stopped sometimes by officers that dont know the law but are looking for revenue.I have always driven past open scales hoping an ambitous bored officer doesnt decide to take a speed run when in fact I an exempt.I have also read in the past and been told that I need everything DOT#s CDL etc.so this might help clarify things .I do have it all just dont need it according to my interpretation of what is written.Then we get into shows ,pulling tractors,tractor ride people,and how it applies to them?They are certainly farm related.

What I can say about this area of PA is that ANY truck without a farm plate is subject to scales and inspection. I am DOT red tagged right now for hauling 27560 gvw in a dump registered at 25000.

If you break a law, regardless of being a farmer, yo are looking at a fine and a mark on your driving record. That is in western PA, in the gas belt. Thankfully my truck is older but in perfect to excellent shape. not a scratch on it. I am subject to 6 month state inspections.


Just don't do anything bad in this part of the world. Don't even look at them funny. If you don't have a name or DOt number on the door, or a puc number, you are going to get pulled over and cuffed while they check your truck.


Stay away from south western pa with a farm truck that doesn't have PA specific farm plates.


It doesn't matter what you are doing. If you have an elevator ticket, they will hit you with commercial fines because they say you are selling grains for commercial profit and you will get bit.

Virginia is a little different. You can put plates on any size truck that says FARM USE; don't even need a license or inspection to drive it within 30 miles of the farm and you are supposed to only haul farm supplies or products.
Then there a regular plate with the words on the top or bottom (I forget which) "Farm Use". With that plate you need a license (no CDL) and inspection and can go 150 miles from the farm.
I find it great for vehicles i only use during harvest however there are individuals that take advantage and go all over the state.

I drove a bobtail road tractor through SW PA two years ago with no plate on it. I was a little apprehensive about driving with no plate and just a photocopy piece of paper on the dash. But I was passed by cops and they weren't interested.
 
This will get you to the actual law and exemptions. Doesn't look like much has changed except increasing the former 100 mile exemption to 150. Plus, not all states can meet the "Farm Plate" requirement. NYs "farm plate" has a 25 mile limit on it! Maybe the Ag plate will cover it, maybe not.

You must have stayed on the highway or you got REAL lucky!

My specific part of the world is such a hot bed, that the local townships and boros all have truck scales and creeper cops. I can't complain, there is money flowing like water.

Regardless, I just started hiring truckers to do my bidding. I won't use my dump for anything unless I can do it very local. It's a shame.


It's one of those things. I used to drive to weirton to get slag for $5 a ton maybe 4 or 5 loads a day. I got bit once, then twice, then 3 times... Then the forth time I had wheat in the truck, no BOL, no scale ticket. They let loose the dogs of war on me.


I'll see them someday. I hope they don't get killed by a car on the highway during a routine traffic stop, but if they do, I'll smirk when I see the headline in the paper.

Treat me like poo, I'll treat them the same. I just hope they get the dollar signs out of their eyes. It is getting absurd.

Actually I turned off the highway to get to where I was going to spend the night onto what turned out to be dead end spur that dumped me out onto the main street of a large town. My GPS directed me to turn onto a street that was posted no trucks. I went straight, then turned down another street that took me through a residential area where I wove through, dodging low wires and tree limbs.
