It says Rear Tow Pilot on it and a Michigan town but I can't read the town.

Can't see for sure from the picture, but it looks like it might be Caro, Mich.
I don't know what it is either, but it makes me wonder if it were part of a
tow bar or hitch of some sort.

Was there by chance a second one? Could be one side of the hitch for a one wheel trailer for back when cars actually had bumpers and would have clamped on the bumper and left the trailer raise and lower acording to the car and the other way of piviting would have fit the curve of the bumpers. But for that you needed 2 of them

I think it is a portable tow bar. Made for vehicles that didn't have a hitch mounted. Saw something like that when I was a kid on a farm. But that was 50 years ago. I could be wrong.
