Olds Aurora Lights go on and off by themselves

This Olds is taking up a spot in my garage where a tractor goes. ;)
Its my sister's car, so I don't drive it, I just get to fix it. Anyway...
The headlights turn themselves on and off whenever they feel like it, day or night.
It does this just setting out in the yard with no one around it.
The automatic headlight feature is turned off.
I thought it might be the turn signal/dimmer/multi-function switch in the steering column.
Sis took it to the dealer (without telling them what I thought) and they said it "might"
be that switch, said that is a fairly common failure and wanted to replace it.
But they wouldn't guarantee that would fix it. A $750 guess.
I pulled it into the garage tonight with the intention of working on it tomorrow.
When I pulled it in, I noticed that when I turn the steering wheel back and forth
I can hear the relays click and the lights will turn on and off.
Sitting still in place it will do the same thing. Turn the wheel and they come
on and go off.
Anyone have experience with this symptom?
Am I on the right track or off in the weeds?
 
I think this car has a "clock spring" in the steering column under the steering wheel. The wheel has to be removed to access it and one needs to expect anything while they are taking it apart, especially if it has an air bag. I didn't do any research before posting so don't take anything I say for the gospel.

This coil like affair takes the place of the roller that engages a circular contact plate for the various controls on and in the steering column. Just speculation...
 
The headlight switch on this car is also part of the turn signal/multi-function switch.
 
I asked a junk yard man about a similar problem with a Ford. He had worked for a Ford dealership and he got on a web site and found that I needed to replace the OEM multifunction switch with a non OEM replacement switch because there was a problem with the OEM switches. I suggest that you call a GM dealership to see if they have any bulletins out about your problem.

GM #26062937 (replaced by 19259796 from what I gather)

Its a 1999 Aurora.
I haven't found anything local or online for less than $320
I can't see anything physically wrong with the switch. (arcing, hot spots, etc)
But there does appear to be dielectric grease seeping/running down the side.
