ih 460 hydraulic problem 1961 model

after cutting metal line which had rusted and was leaking i spliced the line which stopped the leak but now the drawbar only raises and doesnt lower or go to neutral position. i assume there are metal shavings or dirt blocking some where.what is simplest way to repair? the leak was under the seat and was repaired with new hyraulic hose and compression fittings.Your help would be greatly Appreciated.
 
We had that happen years ago on our 460. I pulled the filter cover off and the filter was loaded up with ice.
 
That's a dual acting floating cylinder on the drawbar lift. Is the cylinder retracting all the way in? If so, your drawbar linkage may need to be greased. The weight of the drawbar and implement is the only thing to bring it down being that the bottom end of the cylinder is allowed to float. Meaning there is only up pressure even though it's a dual acting cylinder. It's got to do with the cylinder mount at the bottom.
 
Didn't have both hoses off and reverse them did you. Hitch should raise when pulling lever to rear on those models.
