Ford 801 Brakes

I have a 1958 Ford 801. I've changed the brake pads and now have functioning brakes on the left side of the tractor. I did have to do some adjusting to the brake on the left tire in order to raise the pedal higher. On the right side however, I can't figure out how to adjust the brake. I have already adjusted the drum brake adjustment, but, the pedal is still sagging.
 
There are two adjustments for the brakes on those Fords.
First is to adjust the shoes by means of the star wheel adjuster.
Secondly you adjust the linkage. There is a small clevis on both ends of the linkage.
Remove the cotter pin and clevis pin then loosen the jam nut. Now you can adjust the length to get proper pedal height.
Picture shows the rear clevis on a 3000 but it is the same as on your 801.

Assuming that you have the return springs installed properly and the brake adjusters adjusted equally, the lower pedal height of the right side pedal is caused by wear of the brake shaft cams.

The directions/picture you are showing me is the adjustment for the left brake (I think). I did as you said and ended up with the left brake functioning properly. However, those same adjustments are not present for the right break. I am looking at the parts manual and it looks like the brakes for the right side aren't set up the same. There are 2 woodruff pins (one of the brake pedal and one on the cam shaft) that don't allow for adjustments.
 
Take a look at where the actuating cam I will call it contacts the brake shoes, if the area where it is contacting, is worn, it can be welded, built up, ground flat, they do tend to wear in that area and you won't get the pedal height or be able to put enough pressure on the pad. When building up, you don't want to go too far as when you put it back together the drum may not go on or is too tight, its kind of trial and error to get just right sometimes.
