I sold the excavator that blocked the doors on this container. Put this on the doors to guard the lock from bolt cutters.

The ones that I have made were a piece of 6 inch pipe about a foot long with the top capped off (welded) and a slot cut in the side to fit over the shackle. You reach up from the bottom to put the lock on the shackle.
 
The rod goes through the angle iron into the box and inside the box is a lock that goes through the rod.

My brother had to do sometning like that to keep his pump, he used to water his cattle from disappearing. He anchored a large metal box to the ground, and a lock hidden in a box to lift the box off of the pump. Stan
 
Looks like it would take a cordless angle grinder to get in there now!
This is the problem nowadays, these cordless drills and grinders leave nothing safe....I have done something similar to you on my shed doors, but ...a lock only stops an honest person!!!
