03 chevy impala oil pressure

Someone called me the other night to look at the car for an oil leak. I found that it keeps blowing the seal out of the oil filter. We tried three different filters with no results. You can see the oil filer move and than it blows the seal out. I was wondering were the oil pressure regulator is. I assume it creating to high of oil pressure. It has the 3400 engine in it.
 
You crankcase ventilation(PCV) is plugged and theres nowhere for blowby to go but blow out the seal..I've seen a clogged PCV blow all the motor oil out of an engine as well.
 
There is no old gasket stuck on the block and it blows out as soon as you start the car. I can't see the PCV valve plugged and blow the seal as soon as you start the car up. The car has only 49000 miles on it.
 
If you are seeing the filter move the threads are shot or it's the wrong filter. My guess is wrong filter or a bad batch. I would try another brand.
