Ford 5000 power steering fluid leeking Please Help fix

Hey good people
Since hay season is slowing down I thought of fixing some issues with my Ford 5000. I lose power steering fluid to fast. My quick solution was just to keep putting more in. This is getting costly so I am now looking to fix the issue. I think it is a gasket replacement needed. This picture shows fluid coming out behind a cover plate. I am thinking this is the access to the power steering and the gasket is old. I tried loosening the bolts and they are on tight (go figure). So all you wonderful people am I correct and all I have to do is get the plate off and replacer the gasket? Also so will there be anything else I should do first? Is there a trick to loosening the bolts? Thanks for the help

OOPS I almost made a big mistake, first clean keep the debris out.

Are there any spring loaded stuff to worry about when I take the cover off?
The nuts look like castle nuts think they have pins I do not see any?

The weather is going to get a little warmer next week I will replace the gasket then.
