Sounds like a doozy for you guys on the coast.
This photo was on Drudge tonight. I'm guesing from an earlier storm.
What is the car?
I'm thinking a late 50s Desoto or some such.

Doesn't really appear to be a storm... not much for clouds. Maybe a road/street along one of the Great Lakes on a windy day?
I'm no help with the car... I don't know many prior to the '60's.

I think Jerry is correct. Definitely a DeSoto, 54 looks about right.

Did Sandy hit Cuba? I"ve heard that most of the cars in Cuba are USA models from the early 50"s (pre-Castro).

It's a 55, first year for the wrap around windshield, this is a 54.
