The story would seem terribly inaccurate on several points, from what I understand about it.

I am not even going to read the news from yahoo. OTOH, people that have claims can collect insurance. I guess that's why the sell it. I feel if you paid the premium you can collect. I haven't had a claim in many years, so they have my money to use. It really isn't much different than car insurance, except the weather is a bigger unknown than other things.
