Just picked up a small farmec gravity wagon. Very solid but the galvanization shows a lot of surface rust. Can I paint it and if so with what?

I won't paint galvanized steel. It looks better looking like shyt than it will in 2 years if you tried to fix it.
IMHO- leave it and fix something more important.
 
Zinc oxide primer will last a long time.I have some welding projects that got a coat of zinc oxide primer years ago.Still looks good,
 
If the galvanization is failing I would sandblast as much of it off as I can and prime with an epoxy primer. If the galvanization was in good condition my first choice would use a acid etching primer. My second choice would be a zinc cromate primer.
