Dyno Operation

I have an old, probably seventies, Taylor PTO dynamometer. I have used it for tuning just to take comparative readings, but I never had a tachometer hooked up to it in order to take actual readings until today. I am concerned about cooling, it doesn't seem to want to flow much cooling water unless it is turning slowly with the water brake valve open slightly. is there any way to get it to flow water more consistently?
 
The Stuska dyno I used to have had various size water outlet orifices. You put in a larger orifice the higher horsepower range you were going to work in. Maybe your orifice is too small or plugged.

Mine likes lots of water or it heats up fast
