So if you take a circle that is made of say 80 feet of pipe. as in 4 pieces of 20 long PVC and then cut that in half how wide is it at the bottom of that half circle and how tall at the center. Reason I ask is that I have a lot of 1 inch steel bar stock and if I did it the right way I might be able to make a good storm shelter and root shelter with it and cement

When you ask for height, we need another dimension. If you have a PVC pipe, what is the diameter?
Your height will be the same as the diameter of the pipe. i'm not sure what you are asking.
 
A half circle with 40' of pipe would be approx 12' 9" high at the center and 25' 6" across at the bottom.

The half circle with 20' of pipe would be half size.
 
If you take 4 pieces of 1 inch PVC pipe and hook them up to make a circle as in 80 foot of pipe and then cut that circle in half how high would it be at the top and how wide at the bottom but both numbers should be the same. I know if I take a PVC pipe that is 20 foot long and do a half circle with it that makes a good bean stand and have been growing green beans that way for years so figure I could do something like that to build a storm/root shelter
 
c = 2 &pi r
c = 80 ft
2 &pi r = 80 ft
r = (80 ft / 2 &pi)
r = (80 ft / 2 x 3.1416)
r = 12.73 ft

So a circle with circumference of 80 feet has a radius of 12.7 feet, which is the height of your half-circle arc. And the width (diameter) is twice the height (radius), or 25.46 feet.
 
As with arch-style buildings, he could change the shape from an exact circle to a more flattened deal, once the circle is cut in half, easy to move the ends and make a lower, wider deal that is more of a 1/2 oval, not a 1/2 circle.
