3010 PTO won't stop turning

I have a john deere 3010 tractor and the PTO won"t shut off. the handle seems to engage and disengage but the PTO keeps turning even with the brush hog attached. Is there an adjustment? does the tractor need split to fix this and if so what parts will be needed?
 
on a 4010, the PTO clutch is a part of the main clutch. The bearing may be seized. Turn tractor off, with PTO lever engaged and grease the fitting. Then disengage the handle and see if there is any change access panel is underneath. You may also look up and watch the action of the linkage. If there is no movement, the linkage is broke somewhere.
 
4020s were also known for doing what you describe. If they were hooked up to a grinder-mixer or a stalk chopper they wouldn't turn unless you engaged the PTO lever. But otherwise they would freewheel.
 
If it has a powershift transmission, it could be a bad PTO brake, or low brake pressure.
If brake disk is bad, tractor has to be split. My 4020 has that problem right now.
 
On the 3010 the PTO bearing is actually an engage bearing rather than a release bearing. The lever pushes the bearing forward which in turn moves the levers forward on the pressure plate to engage the PTO clutch. When the lever is pulled back to disengage the PTO there is a cone shaped PTO brake which is probably worn out. If you can't turn the PTO shaft with the engine off and the PTO disengaged the lining most likely is rusted to the pressure plate.
 
3010 tractors were all synchro trans- 3020 had the power shift option. 3020 PS could be a warped pto clutch, needs to be split.
 
Kind of a long shot, but my 4020 developed the pto no shut off problem a few years ago.
The only way to stop the shaft was to slow idle the engine and pull back hard on the pto brake.

The problem finally showed itself this summer. The pto lever shook violently and a big noise from inside the bell housing. Found one of the 3 pto finger adjusting bolts had broken off just below the surface of the finger. This broken bolt head did not fall out at first, but cocked sideways holding that one finger partly engaged, causing the pto run on. finally it wore enough to fall out making all the noise and vibration.

I was able by working through the little access hole in the bottom of the bellhousing, to remove the finger with the adjusting bolt. Replaced the bolt and finger and adjusted it close to the others. PTO works like new again.

Late model 20 series tractors had larger finger bolts on the pto, so there was a problem with them breaking.

You could check for a broken finger bolt by doing a visual from the bottom hole, maybe poke them with a large long screwdriver to see if the head wiggles.
