Bleeding power steering on GM hyrdoboost setup

Hi all,

I have an '84 GMC 7000 (C70) flatbed truck. The PS pump leaked between the reservoir and pump housing, So I bought a seal kit and resealed the pump. It worked fine before this, just lost fluid. Now I cant get it to bleed or even pump. I can pull the high pressure line off the pump and I get a few dribbles out while running. I've had the flow control valve out a half a dozen times and ensured I have put it back in correctly. Any ideas on where to start? Any help is greatly appreciated.
 
It was in the groove closest to the hex, I moved it dont to the 2nd groove with no effect. It is a saginaw pump similiar to the ones used on 80s gm vehicles, except it has a keyed pump shaft and bearing instead of bushing.

I had a similar problem with my "76 Chevy dump truck. Manual says to run engine, turn steering wheel lock to lock until air is removed Took me about 15 min. of turning the wheel. Make sure to replenish the fluid while your doing this.
