Have a Case VAC with a Marvel TSX carb. Will not run until I blow a line full of gas into the carb. Will loose a tank of gas when shut off if gas is not shut off. Has new kit, very clean. Needle valve and float seem very workable.

I feel it has to be in the needle valve/float somehow. Have taken this off and worked it over so many times I could do it blindfolded. Any suggestions?

Is the needle one of those rubber tipped ones?? If yes do you have the spring clip on it like most good kits have now days?? 2 common problems with these needles are they need a set put on them to make them seal at first and the other problem is they stick in the seat with out that spring clip

The float has been tweaked somehow or other and is making contact with the sides of the bowl.
 
Like Old said if it has a needle with the rubber tip thye will often need to be tapped lightly to seat them before they will seal. I had a carb once that I couldn't get to seal for anything. I got spart one night and decided to seat it like you'd lap a valve in. So, I wrapped a piece of thread around the needle and spun it in the seat with lite fingure pressure on it. That was more than 5 years ago and it hasn't leaked a drop since.

If the needle doesn't have a rubber tip I've seen those that also needed the same treatment to get them to seat. The biggest difference is that when tapping them it takes just a bit more of a tap than the rubber ones do. Good luck.
