have it rebuilt. i've had to do that to several starters on my old two-cylinders. makes a world of difference.
 
Doesn't have to turn over fast. It's not a compression ignition engine.
The important factor is having enough voltage at the plugs to jump the gap.
Odds are the battery to chassis/ground connection is to the battery box. Use a heavier and longer cable and bolt it direct to the transmission case.
Use a 1000 CCA group 31 battery.
Dial the voltage regulator up to 14.2V and ensure the generator pulley isn't worn. Use a new fan belt.
The little bolt on battery cable replacement ends can not carry enough current. Use a HD swagged or soldered on end.
Measure voltage at the coil while cranking. Should not drop below 9-10V while cranking.
