IH 454 clutch

I have a IH 454 and it seems the clutch is not working properly. When I push the clutch pedal in the clutch does not disengage....sometimes it does and sometimes it does not. Once engaged if I put the loader down to dig into the ground and push the clutch pedal in it will disengage. Is this an adjustment problem, or something else?

Is the clutch pedal correctly adjusted? They tend to "rise" as the clutch wears and sometimes are adjusted to be lower resulting in the clutch linkage not moving enough.

Other than that, sounds like something bent or binding inside...might be time for a clutch job.
