Yes, they will "Fit" on the Rim...but they look like BIG "BALLOONY-Tires" on 11" rims...!!
Personally, I think 13.6" is as large as you should go on 11" rims and have them look about "Right"..
I have my 15.5x38" on 14" rims and 13.6x38" on 12" rims (Original JD 520 Rims)..

I want to go with those size tires and pick up some new rims, but wont get to the rims this year. It had 13x38 on it before. I should have kept those.
 
13-38 is the old designation for 14.9-38, so you may have already had them. Here is a picture of my Farmall H with 14.9 38s on 10" rims. They are loaded and it has a great deal of traction.

I wouldn't lie to you. Here are a few more pictures. Not sure which
rear view you had in mind, I hope this helps. The actual tread width
on these tires is 12 or 13" but they do say 13-38 and 14.9-38 on
the sidewall.

I didn't start out wanting these but I had terrible tires on the H when I got it and I got a parts tractor that winter with these on it and grew to like them.

I had actually figured that 15.5x38 was the equal to a 13x38 (old size)..
Actually, I Like the larger tires on my 630 (15.5x38) and 520 (15.5x38) I removed worn from my 720 D..
They don't leave ruts, etc or tear up the area when I am Mowing the wet spots..!!
They sure look much better with 4 lbs of air pressure..most of the Splits closed right up..!!!
The 14.9 IS a much taller tire...BUT, so are some other brands in 15.5x38..(Titan for example).
Used rims, from a larger tractor may well be 12 or 14" and should be fairly Cheap...
I would want to get it all done all at once and be Done with it.(and NOT need New Tubes again)..!!!
I like to use PLENTY Talc when I change any Tubed Tire..

They may be Fine...but you do want to avoid having the tire so crowded on the rim that it "Rounds" the tread..
At some point, you need to adjust tire pressure down, to get all the tread (Width) ON the Ground..and then, they are too soft to be safe on a hillside..
