I am in S.E.Indiana . The leaves on the yellow/tulip popular trees are covered with sticky sap , the ground under them is even covered from it dripping off . There are a few other trees but mainly the popular . Some of it has a dirty black look to it . It is very dry here , dont know if that would cause anything . Anyone have any ideas ?

Google says it is the "tulip tree scale insect". Sounds like it can eventually kill the trees and is problematic in Indiana this year partially due to the mild winter. Link below.
