hydrolic problem

the arms wont lift on the rear of my 454 international tractor but everything else works I have replaced the filter and some o-rings but no luck any ideas

I had a '74 464 with a hydraulic problem once. I got an implement jammed on the drawbar somehow and locked up the 3pt. In attempting to get it loose I smacked it with a sledge, not feeling that I was hurting anything and when it came free there was a hugh lurch. I messed up a valve in the valve body "box" for lack of another name. It was obvious that the valve had broken.....spring I think.....probably the pressure relief valve and with the reset spring broken it stayed open all the time, bypassing the hydraulic fluid and preventing the arms from lifting.
