I have what I believe to be a one way disc plow. It appears to need
quite a bit of work to be fully functional again. I have the third
wheel and I believe all of the necessary parts. I do not know much
about these or their history. Is it worth my time and money to
restore this implement, or is it worth as much in scrap? Any advise
or insight would be greatly appreciated.

I'll second that it is a one-way disc tiller. The common axle means it's a tiller. A plow, each disc would have its own bearing, and no common shaft.
 
Disk tiller. We had a larger one, 5 blades, 4 foot cut. Challenged our JD B, but did a mean job on hard to cut up sod land. Especially no fun, the second time over - crossways. Wish I had ours back again.
 
It's a very small disc tiller, sometimes called a "one-way". They are usually much larger than this one. I imagine this would be about right for a one plow size tractor, maybe 12-15 h.p. It is definitely a rare piece and well worth saving.
 
Called them one ways up here as the stress was one way on the tractor as was the row of cutter discs. That's what the dolly wheel was for......to "offset" the torque of the "one way" discs. 15's were popular here in green. Soil here is heavy clay and if you wanted to roll it over, you had to have a rolling cutter to keep it from getting gummed up like a moldboard would do.

Neighbor had a 2 bottom he pulled with his JD B for many years.
