Its been idling up on its own i was pulling a 1411 new holland
diskbine and when the pto was ingaged it seemed like it had
no throttle response and would sorta pop and crack i was
running in 5 powershift and slow range it has always done
fine before. When pto is disengaged it runs better but still
feels like its lacking something and the fuel consumption has
also increased..any thoughts? I am puzzled

Hope Allen is right - always the first thing to do ! Another is the fuel we have now, very poor lubrication for the inj. pump. We use an additive in everything now. Won't start a "war" about what to use, there's lots of info on this site and on the net about fuel additives. I have a 7060, mine was doing about the same thing you described. Injector pump was "shot". Good luck with yours. Ken

That tractor has a Rossa Master injection pump. The problem you are describing is usually the govener ring coming apart inside the injection pump. The pieces of the old ring are plugging up the inside of the pump.

In the picture the ring is the white/clear looking ring in the lower right hand corner.
