At first it looked like you were studding the tire for ice racing. Common thing to do to your dirt bike here in Michigan for the winter.

In the second picture it looks like the heads are exposed, what are you going to cover them with? I have a tire that I may be thinking of a similar fix instead of $600 for a new one.

The heads are exposed after I bolted in the patch I cut a piece of inner tube and glued over the entire patch

Well................was there not some decent used tires for sale in the area?

I couldn't find anything that was in any better shape and they wanted between 350 and 500 buy the time I got em here a new one is only 6
