Silo base question (pic)

This is the first silo I've seen like this. What is the base ring and cogged track for?

I'd say the unloader dumped the silage into the base ring and the cogged ring slats moved the silage around the silo until the base ring was full.
The cows stood outside and ate out of the base ring as if it was a regular feed bunk. The upright pipes probably held some fencing or cable to keep the cows out of the base ring.All the concrete around the silo is for the cows and easy manure clean up.
 
There used to be a feed bunk like that on this farm. I never seen it in action but heard the cattle could get pushing and shoving and one could get tipped over on it"s back in the bunk.
 
Patz made one similar,but I think they used the hook link chain on those. It's a feed bunk,yes. I just don't recognize it to tell you the brand.
 
The dairy farm I worked on when I was in high school had two silos with those type of feed bunks. They were nice, but that was in the mid sixties. . .

Seems like the ring (bunk) was trouble free, but the unloader was another story. . . There was always something haywire with the unloader.
