rear tire size

Went and looked at a allis 6060 today has 18.4 15/28 rear tires I know what the 18.4 and 28 is but what does the 15 mean. Can a regular 18.4-28 tire replace it thanks
 
I'd guess it's an 18.4x28 tire on a 15" rim. A tire guy can tell you if any 18.4 will work, but I'd think so.

18.4 is the "new" number. Measuring the overall width of the tire at the sidewalls. 15 is the "old" number. The width of the rim it fit on. The "new" number came about about 1960 or so. The newest numer is metric, same as passenger tires are now. However I do not know what the metric nuber for 18.4 is.
 
It's strange that that tractor should have tires on it old enough to have that designation on them. If I remember correctly the choices on that tractor originally were 18.4x28 and 15.5x38. We bought one new with 15.5x38's thinking we would do row-crop work with it. However we ended up with 18.4x30 wheels and all off a junk 180. Then we could harness the HP. The 18.4 tires can go on a 15" rim, but ideally would be on a 16" rim.
