Sort of.

Sherman made and marketed a "live PTO" clutch pack for use on the 8N and later the NAA. The clutch disengaged the transmission from the differential a la AC WD providing "live" PTO.

It is possible that someone could have installed one of these units on a 9N.

Almost anything is possible but Ford never made one that way. I suspect the seller does not know what a live PTO is. Many do not.

I bought a Ford 641 a few years back - by phone - 800 miles from where I live - from a guy I've known for years. He swore it had a live PTO which IS possible for a 600 series. 6 months later when I got to see and used it - NOPE. I was ticked off, but . . . I realized later the seller was clueless. He figured "live" means it turns and does something. He had brush-hogged his fields with it so it must be "live" in his way of figuring.
 
Possible but not likely. More then likely the guy has no clue as to what he has and was told it was a 9N but could well be one of many others. Seen way to may tractors sold as such and they where in fact not as they where sold as.
Case in point. Went to an auction a couple years ago and they sold what was said to be a ford 4000. Painted the blue and all of a 4000 but the serial number and modal number told the truth and it was in fact a ford 861
