Thermostat?

My girl friend's Isuzu Rodeo runs hot. When I looked under the hood, the top hose and radiator were only warm, almsot cool, not hot, after 40 miles of driving. In fact, I could open the radiator cap. I think this is likely a bad thermostat. Agree?

It is certainly a possiblity. Actually it is likely.

Or a plugged radiator... Had that once and figured it out when it blew the end tank.

What makes you think it's hot? Maybe the gauge is shot.
