cummins nta855 fuel pump

My JD8970 tractor just got converted to a manual fuel pump and was short on horses, found fuel tank breather plugged and also changed the fuel supply line from tank to pump, now waiting to try it out but the fuel filter is only about 1/3 full of fuel when I take it off after I shut it down. Some say it should be almost to top filled and the cummins mechanis says where it is is just fine as it starts ok. Anyone have any experiences or any ideas?
 
Does it start? You mentioned that you want to try it, that's why I asked. It should fill up the filter, but if it runs, there is no problem, as the problem would be air going to the injector pump.
 
I have serviced many 855 engines on gensets. I have never seen a fuel filter full. Plus if it starts and runs ok. You have no problem.
 
If it's starting quickly then I wouldn't worry about the filter.
If it's still shy on power you may just need to push the fuel pressure up a bit... or get bigger injectors if those were changed out to the wrong size.

Starts right up and runs pretty good, would just like to try it out in the field before I put it away for the winter.
