Hay bales a different use

I saw bales of hay (straw) about 10' high 30' long high just over the fence in a field.

Would it be legal to use hay bales as a snow fence? Liability issues?

It's on the wrong side of the road to be effective in helping drivers, but could build up a lot of snow across the road and out of the field.

This is in an area that most of the farms have spent a lot of $ $ $ in drainage tubes.

I have seen that done here in a couple of areas, they took 4x4x8 foot bales and set them end to end with a 2 foot gap between bales and then a second row on top overlaping the lower bales.

I think that the bales are stacked and will be picked up as needed to be trucked to a mushroom farm. We see it all the time in Durham region Kawartha lakes area.
