350 hydralic problem

My 350 utility builds so much pressure the fluid leaks out the tach cable.Could this be caused by a faulty safety valve spring? I can't find anything wrong when I dismantle the hydralic controls.
 
What is the psi it is building. Most likey 1200 to 1400 psi which is normal. Are you saying that the system stays on high pressure when it should be in neutral, not using any hydraulics. If so, you most likely have a plugged orfice screen in regulator valve assembly or one of your aux valves single to double selection has a bent or broken roll pin allowing selector to be turned too far. At any rate, you have a leaking pump seal which can be caused by , shot seal, and or worn out pump.
