Toro One wheel drive.

I have a Toro walk-behind sickle bar mower that only pulls with one wheel. How tough of a fix will this be? Can't locate the model number.

some of the older Bolens riders had a round disk looking thing on one side on the end of the axle.. turn it clockwise to lock both axles . maybe the walk behinds used that idea first ??
