674 International hydraulic fluid level

International 674 hydraulic fluid level fluctuates greatly. It goes from not touching the dip stick to being at the top of the dip stick and running out of the dip stick holder. It is not leaking fluid. What would cause the hydraulic fluid level to change so dramatically in the area measured by the dip stick? What would be the fix for this problem?

There is a lube transfer pump internally that moves oil from one section of the rear housing to the other side as the hydraulic pump draws oil down in section where pump is located. It has a screen on it and this becomes plugged, usually with particles from the hand brake and when this happens the pump cannot maintain oil levels between housing. When you shut down the oil level will slowly even out through small passages. I think you can access the screen from the large round cover on side of tractor if I remember right. Been many years.
