Old Ma Bell terminal strips are made of that. I saved some of them for some unknown future use. Not helpful because I have no idea what it is called.
 
I thonk that it is a material calle G9 or G10. If you want to find out more, look it up in McMaster Carr. It is used as an insulator. Usually electrical and it is machineable. We use it all the while at work.
 
It is hard to tell from the picture, is the piece laminated?
From the picture I would guess it might be phenol Fiber.
 

Bakelite is made from Phenol resin (phenolic)

The term Phenolic just describes any material made from Phenol resins.

never saw bakelite that was not dark brown, and I worked with a lot of old elec. components, so I would agree with phenolic. I once bought some phenolic board like that pictured to mount components on for a project.
