Painting over powder coat

I want to paint over a hydraulic tank that was powder coated. What do you think about lightly sanding it and painting over that? I want it another color.

My problem with powder coat is that a number of items I've had that were powdercoated weren't well protected. Rust, and flaking off were common.
BAsed on my experience I'd want to remove it before repainting.

If it is tight and flake free, sanding then cleaning and painting are best practice. If you decide to use a different base paint, a primer might be needed. Jim
 
I agree with Ray. I would inspect it very closely. Rust spreads very quickly under powder coat.
 
I worked for 5 years at a plant tha tmade Ford Explorer frames, and the #6 crossmember, which was also the trailer hitch, was powdercoated before being installed on the frame. After he frame was completely assembled, the entire unit was electrostatically painted, or E-coated. The E-coat would adhere to the inside of the hitch, but not the powdercoated outer surface.

So at a bare minimum, I'd recommend sanding, or at least scuffing the heck out of the powdercoat, so that the paint will stick.
