Can you tell me how to read this?

When wire is fully extended bottom # reads 14 and the top says 0.9

when the top number says 1 th4 bottom number is about 16 1/2 everything is written in German
Just need to know hoe to read it . And how high it will register . I believe it wouild not be able to be read at say 800 on bottom number and 50 on top - (wire plucks like a guitar string) no engine could make it work.

GOOGLE "vibra-tach instructions".

These are repackaged and sold by about every small engine manufacturer, Briggs and Stratton, for example.

Set it on a engine while running, hold base and turn the top until wire moves to it's max arc . Take it off engine and look at the numbers, that is your rpm. It should have a scale on it somewhere saying x 100 or x 1000. I used them alot on small engines just like the other poster said.

Good little TAC s , I have one that I have used for several years. On 2 cycles I like the wireless Tac . It leaves both hands free to be able to hold the Equipment & be able to adjust the carb. I used to work in a small engine repair shop & had to recorsd the high tAC reading on all work orders. Thats why I have boyh styles.
I still work on small equipment ,although I am retired. Still enjoy making those engines purr like a kitten .

Sorry, I don't know what it is. Even if I did, I'd prolly spell it wrong. Since you spelled everything correct, maybe b&d will read it and remain focused long enough to give you an answer.
