'43 CASE SC

Went to start my "43 Case SC which is generally pretty reliable for the first time this year. Ran rough for about 20 seconds then died. Won"t restart and notice fuel dripping out of the carburator. I did not drain the tank before storing for the winter. I am assuming carburator/float issues?
 
The carb seems to be sensitive to dirt or junk on an SC. Especially the idle circuit. I finally put an automotive filter inline between the sediment bowl and carb on mine and that ended the carb problems. Did everything I could do to make sure the sediment bowl wasn't letting anything by but I still had to hack it with an inline filter. Did that about fifteen years ago and haven't had an ounce of trouble since. I do use this tractor fairly regularly so the gas stays fresh. I even use that evil ethanol. Jim
