I have a New Holland 1725 that all of a sudden does not lift higher than 20 inches. It used to lift at least 40 inches. I dont think its a weight problem, it lifts a 6 ft bush hog, 5 foot box blade box blade, and 5 ft tiller about the same height. I changed the hydraulic oil in the tractor as well as the filter. the dip stick reads about halfway in the knurled area. Any suggestions, I dont have a New Holland service center near me.

On one of my tractors I ran into that. The Handel had shifted on the shaft it attaches to. Readjusted Handel and it worked fine.
 
I had the same issue with my Case IH years ago. It lifted fine, then it didn't. It was a challenge until I figured it out. It was Part #19 in the attached diagram, called a Fork Tedder. The pin going through it had broken, causing it to egg out the void where it rode until it couldn't lift any more.
