I just replaced the pressure switch on my well pump and used a tool I have had around for a while to adjust the new switch before installing it. It consists of two or three 1/4 pipe tees connected together with a regulator connected to one. The other openings have gauges, a tire/schrader valve and anything else you might think of to test check or set. I can test tire gauges, set switches, check gauges, etc. I don't have a master gauge but if several gauges all read close to the same I assume they are close enough for me. Connected to my air system and adjusting the regulator up and down you can use the air pressure to check and set any pressure within the limits of your system. I have found a couple of tire gauges that weren't right and it is a lot easier to set a pressure switch this way before installation.
 
After you get the switch set where you want it, then you have to set the preload in the tank, if it's a bladder tank. Because it's hard to find a tire gauge that agrees this is how I do it. Run the pressure up to well above the cut-in point, then turn off the power. Then while watching the gauge and listening for the switch to click, slowly bleed off the water pressure. The switch will click at the cut-in point, then the gauge should slowly drop another 2 psi, and then quickly drop to 0.

Yep that works for me too. The tank gauge is the master gauge. Just 2 lbs. below its reading bladder pressure....DONE!
