Tire chain repair tool. The jaws on the lower part open cross link ends from the side chains and the other upper jaws reclose the links in the new location.

I have some chain tools like that,but I see yours are made by the H.K.Porter company.I have a half dozen different
size and configuration bolt cutters made by them,with the neat logo cast into the handles.

Have several. A couple of smaller ones like for car chins and a couple of larger for truck or tractor size. Very useful and save a lot of time/effort.

I have an HK Porter collection also. Enjoy just looking at them. Have most of the various handle length bolt cutters plus some specialty tools like the posting.
