Look for bulkhead fitting with hose barb.

Use a wire to guide the lock nut down into the inside.
After the hole is drilled feed the wire down to it and grab the end . After that feed the lock nut o to it and let it slide down. Put the barb over the wire and jiggle it until the lock nut starts on the thread , tighten and use a sealant .
Works on giant water tanks as well .
 

I would install a bulkhead fitting like this one.
Then you can add a valve and hose bib.
And you could also remove valve and hose bib and replace with socket head style plug if you want so that you don't have that stuff hanging out all the time.

Or you could instead screw in an barb elbow and have a length of hose on it long enough to sit on a work bench and fill your push mower, etc.

Thanks for that Tony. I had not seen it before. I bet that one could make them for various sized bolts out of welding wire.
 
I installed the brass fittings into the bottom wall of a closed head barrel.
I used a length of 10ga solid bare wire running into the top bung and out of the hole in the bottom.
Then just thread the fitting and washers onto the wire in the desired orientation and sequence.
A little finger guidance u at the final location and they were in place and secure in minutes.

Don't put the nut on the inside!.

Instead of buying those bolt wires, I use my mig to just weld the wire to the end of the bolt. Of course it is harder to do on purpose vs when you don't want it too.
Then just nip it off after installation.
