My wife has a paper towel holder made of wood with an upright 3/8 dowel sticking up to tear the paper towels loose with. It has a threaded piece on one end and more like wood screw threads on the other end, probably 1 1/2 inches long, 1/4 inch diameter. There is a metal piece with threads in the base and the dowel screws down on the end with the wood screw. I took it out to replace the dowel rod and now I can't find the piece that screws them together. I realize that's a poor description, I should have taken a picture of it before I lost it, I didn't really loose it, I put it in a safe place so I could find it later. I'll never see it again!!

Sounds like an upright or vertical paper towel holder.
 
I think what you're describing is called a hanger bolt' with machine screw threads on one end & wood screw threads on the other end. I've seen them most often used to fasten the top end of legs to a small table like an end table. Probably available at a good hardware store.
 
Hanger bolts. I just bought some 5/16 for my table legs. They were in the little slide drawer bins at Ace, but HD had them in packages of two hanging on the rack in the fastener section
 
BINGO!!!! Steve hit the nail right on the head. Thanks for bailing me out on the name, things that I seldom use can be a mystery trying to figure out the name for them.
