Buddy found these at a sale.
Any guess what they are? Appears to be very heavy solid brass about 5 in across. There is a hex key bolt that tightens something in the holes.

Guess: Machining fixture for an NC milling or Mill/turn process that mills 8 parts in a batch. the operator then swaps out the milled pieces for new blanks, then swaps the fixture into an indexed holder. Jim
 
1. Base for an exhaust or steam whistle?
2. Holding device for a steam producing set of tubes'

Those set screws would probably distort a tube, probably meant to retain a solid rod? Brass is a bit easier to machine than steel, otherwise why such a soft metal. What metals work best with brass? What device would use/need a "cage" of rods? No apparent way to provide torque to rotate after assembly? Doesn't look useful for a drilling template. Leo
