What is it?

This was found in my town buried a few inches down in the yard.

The section in the center, to the left of the penny, has a fairly sharp edge on it.

It looks vaguely like a pipe retaining hook /saddle made to be set into the mortar joints of stone work rather than the smaller brick work ones . The hook holds the pipe , right angle end stops it from pulling out and the flat surface stops any rotation .
 
When I saw this it sure looked like I'd seen something like it but couldn't remember what. At a tractor show today this was in a display case of cooper's tools. Much
larger so probably not.

That appears to be a form of spoke shave.
